  3. Buy or build the orchestration layer (control plane) that makes everything work together.   

Without this layer, even the strongest knowledge capital and governed data remain trapped in point solutions. With it, your isolated AI experiments compound into a true intelligence platform that scales your expertise and turns billable hours into sustainable recurring-revenue products.
